Add mr-comment skill (post GitLab MR comments via glab)

Adds the mr-comment skill: post comments to a GitLab MR via glab — either a plain MR-level note or a resolvable discussion thread anchored to a file:line in the diff.

  • Bundled scripts/post_comment.py builds the position object (base/start/head diff SHAs) and posts through glab api auth
  • Pairs with mr-review

Note: the script lives under scripts/; the current installer copies only top-level .md, so shipping the script needs a follow-up installer change.
