Fix ccstatusline install under curl|bash (EACCES fallback + piped-mode hardening)

npm install -g needs root when node comes from apt/dnf, so the setup one-liner died at the ccstatusline step with EACCES and never placed config. Fall back to npm --prefix ~/.local (already on PATH).

Also harden piped mode: run toolchain steps with stdin from /dev/null (stdin is the script itself in curl|bash), and gate the local config/ detection on config_dir_complete so a stray ./config in the caller's cwd can't shadow the raw fetch.

Adds hermetic piped-mode smoke tests (bash -s over a real pipe with stubbed uv/claude/npm) covering both the stdin guard and the EACCES fallback.
